Why not ask him first? educate him first about the pro's and con's about
both O/S (should take 10 mins) and he can choose. IMHO
non-gamers/offices should learn linux... on the other hand if he wants
to play WoW, i wouldn't suggest anything but 'doze.
If you do go the M$ way for the O/S you don't have to suggest MS Office
and apps. Install gimp and Open Office and ad-aware. Depending on how
geeky he wants to be, you can have VMware player with ubuntu.
That's how I am leaving my dad setup :)

P.S. Isn't the real question how many pizza's can you charge for
teaching someone how to use a computer and whether to order thin crust
or thick?
