What is required? The man page seems to assume you know where/how to use
it and what files or directories are required.

For a start, maybe you should install apt-src and follow its documentation -
it's a convenient front-end to manage source packages (download, build,
etc).

You should also install the packages that apt-src "suggests", mainly
"build-essentials".

Generally - when you want extra information about a debian package "dpkg -L
<packagename>" will list all files in that packages, and most of the times
"/usr/local/share/<packagename>" holds extra info about it.
