can i suggest have a look at transcode the swiss army knife or encoding.
http://www.transcoding.org/ is the wiki address, it has links to the mailing
list and some info on how to's

At first guess I would presume that transcode with mplayer should give you want
you want 

from mplayer man
 -chapter <chapter ID>[-<endchapter ID>] (dvd:// and dvdnav:// only)
              Specify which chapter to start playing at.  Optionally specify
which chapter to end playing at (default: 1).

is a link to some scripts  wrappers which should give you the basis for ripping
a dvd
