I'm not sure what is going wrong re Inkscape and rsvg convert attempts. Launch Inkscape from the command line and keep an eye on any messages when you try to run an export. With gimp-svg, Inkscape, rsvg and even xarasvgfilterui not working I'd suggest something is wrong with your SVG file?
