The (very) brand new athlon-64 be-2300 processors are attractive at 45W.
That with (say) an ASUS M2N8-VMX motherboard ($110 + $80) add ram and a disk
and you are in business for a low power but beefy server.

My measurements (tentative) make that look like a 30W machine ('normal' use)
(ummm $2.50 / month to run)

Despite my posted heart-aches ubuntu-feisty makes a good server, as does 
CentOS
