mine worked straight out of the box (debian amd64 etch), the default setup of 
apache look after this for example
stopping.html
stopping.html.de
stopping.html.en
stopping.html.es
stopping.html.ja.euc-jp
stopping.html.ko.euc-kr
I have the above in my directory, the first is served up by default and then if 
the browser asks for country code en the stopping.html.en is served up
