Update on this - thanks for the couple of replies. I spoke with a tech at Aleis in Qld, who says the dongles have to be programmed through the serial port using vendor-specific software.
This sets up the dongles to only talk to their pair partner (the present situation). Maybe they also can be programmed to be promiscuous, which would make it easier to swap tag reading tools.
