The executable James refers to is system-config-packages (it used to be called redhat-config-packages). The executable is provided by the pirut package. It is uses X11, which you can use over ssh (see the -X and -Y flags to ssh). I know of no curses-based package manager which uses the yum API. Having used dselect on Ubuntu I can understand why no one bothers, a full GUI interface is just so much more understandable. Yum is the command-line package manager.
