mostly on public IP addresses, and the bandwidth is getting chewed

It's a bit of work, but setting up snmpd on each host (make sure it's
not accessible from the internet) and use something like cacti.
Getting physical interface stats will pretty much work out of the
box, getting finer grained reporting might be a bit more work. import
