Rodolphe: Welcome! I've recently jumped off the boat as well and there is one very interesting technical policy I have seen here in AU (and New Zealand) compared to other countries I have lived in (Taiwan and the US). There are bandwidth caps.
What you'll consequently see is a serious lack of free access. I've heard some of the libraries in Melbourne offer untimed free wireless access, but I don't know if it is the same at any of the libraries up here. However, that stated, I agree with Sonia that "gnu/linux compliant internet cafe" needs a little clarification.
