Go to YaST2 -> Security and Users -> Local Security, click Next twice,
and you should be at the "Boot Settings" dialog. The "Shutdown
Behaviour of Login Manager" drop-down box on that screen affects who
is allowed to shut down the computer from KDM. "Automatic" should work
but try "All Users" if it doesn't. KDM should then pass the necessary
permissions to KDE.
