No. It's supposedly going to be half-there in Fedora 8 (proxying will work from stage 2 of the install onwards). You can bodgy it. Set up a transparent proxy and re-write the URLs the use the explicit proxy. Plan B is simply to download the whole thing to somewhere local using wget and run a HTTP server from there.
