Upgrade to a newer distribution, or accept that you will have to build a
custom system that will require you to take over *all* the maintenance
of the system.

Seriously: the model of Ubuntu is that they don't tend to make major
upgrades within a release, they expect you to upgrade if you want newer
software.

The benefit of this is that you can apply updates within the release
without worrying that anything else will depend on php-pear 1.5.4 and,
so would break if you upgrade.

(Assuming that you have gutsy-updates turned on in your apt sources.  
 If not, there is a newer update to PHP available in there.)

The drawback is what you just hit...


I advise that you either use the version packaged with your Ubuntu
release or you install a copy of the module by hand into wherever you
install your Horde system from source.
