paypal is the cheapest i have found. some places claim to be cheaper,
but i havent found any that have cheaper per transaction costs with or
without annual fees. also paypals api isnt terrible, but regardless all
the heavy lifting is already implemented in php, perl etc.
and its also the most common....
they do have a withdrawl fee if you withdraw less than $150.
