Ideally this should happen dynamically ie when you are using your
phone the capacity is assigned to the voice channel at other times
the data can use up all the bandwidth.
The symptoms are similar to mtr problems, which can be cause by icmp
error code blocking.
try plugging the adaptor back in, and lowing the mtr of your pc.
