Not sure about Places or System, but I think right-clicking on the bar,
selecting Add to Panel and then selecting Main Menu should replace the
Applications menu. Alternatively there is likely a file in a hidden
directory somewhere in your home directory (.gnome or .gnome2) you could
delete and then logout and log back in and Gnome would likely recreate
the file/directory, thus resetting the panel.
