Those packages are broken in the upstream archive. You would probably
do better just upgrading to a newer KDE release, in which they have
actually taken care of integrating KDE 4, than trying to retrofit it
into the older stable release.
FWIW, KDE 4.2 is (barely) usable in day to day production, but I advise
against any of the 4.1 releases. I fear to say I don't know which
Ubuntu release that maps to, but...
