It's killing me because I came across something like this just recently

It was something hydrid open source; gpl for iptables and pf but 'pro'
/commercial version had cisco etc support.

Not fwbuilder, something else, not listed in the usual wikipedia,
delicious, dmoz etc lists.

We wrote this years ago. It's hopelessly outdated, support for PHP 3 but you have to turn on a bunch of non-standard switches to get it to work for PHP 4 or 5
