Buying a service in the country you are wanting to use it in, since no one
anywhere has reasonable International data roaming rates.  Most countries
offer an inexpensive pre-paid SIM that you can slot into an existing 3G / GSM
modem and use on their network.

If you are travelling to Japan things are harder, but pretty much all of
Europe is fine for picking up a pre-paid data SIM without trouble.
