Yes, absolutely. ADSL filters stop the voiceband devices interfering with the modem, not vice versa. On a splitter+filter, the phone plug goes through the filter, but the ADSL plug is a simple pass-through without any filtering. Some people will claim that their PSTN voice quality improves with a filter, but as the filters are not designed to do that people who claim that are suffering from the placebo effect.
