gnome-nettool is the closest thing I know of, although that's just a GUI wrapper to netstat as David pointed out. One nice piece of freeware for Windows that does what you describe is NetWorx, which has a few more features than gnome-nettool. Somebody may suggest Wireshark to you but I think that it's overkill for what you asked for.
