A pretty technical solution to a largely legislative or at least market based 
problem.

Can't speak for the effectiveness of pro-consumer lobbies in said countries, 
but in Australia shouldn't we be focusing on ensuring the ACCC keeps rates 
fair, rather than working around the problem by using dual SIMs?

I prefer bottom-up solutions, rather than top-down workarounds. And if people 
get used to the idea of using dual SIMs, people will forget there is a problem 
in the first place.
