I am sure people on this list know but I would just like to point out that relying on the 'UPTIME' metric is nothing more than marketing BS. Hardware fails, and most of the datacentres that push the 9 R slogan, really are not counting the numerous things that they can push off as 'user/admin' or 'upstream' issues. In the end you want the company which is going to be frank and open about issues than the one who mitigates you when things do go wrong.
I don't think you can ask for more than that out of a hosting company. Of course that company should also have best practice datacentre design, peering and multiple upstream providers as givens. But which hosting company this day and age doesn't. ;-)
