I am currently in Japan trying to solve a difficult problem. Anyone with any 
advise/suggestions would be a godsend at this point.

I am working with a university who are using a vb application which uses
a horrible tcp winsocks library to do its communications.

It is a psychology experiment designed to test for in group biases and is
designed to be used between countries. We however have not had success
getting it to connect and remain connected to a University we are
participating with in China. (Sun tat ten in Guandong).


I have tried varying combinations of openvpn, changing mtu and window
sizes on either end. Using distributed routing networks such as tor with no 
luck. It appears that the International link the university is using is just
really crap and pooled/throttled to hell (whereas they seem to have plenty of 
within China bandwidth)

A solution is that we can run openvpn or another routing/proxying solution on 
an intermediary box between the two sites to Japan which has acceptable 
bandwidth and is not laggy as hell (I am getting upto 50000ms lag, connection 
drop, and while openvpn does an admirable job of keeping the link 
up/restablishing, the client/sever software does not deal).


Is there a host/individual able to facilitate such a machine/?

The option that we will have to resort to otherwise is using
International Dialup. Which is not cost effective nor great.

Basically we would need something which has a publically addressible IP
and at least 2 tcp/udp port available to be forwarded/open. Preferably
running some flavour of Linux with shell and Openvpn installable (Debian
is my preffered choice, but I am familiar with most distros)
 
It need not have huge amounts of bandwidth but a stablish 128kbit link to
the world and as fast as possible within china would be great. We only need to 
run the experiement a few times a month, so this is not something that needs 
to be up all the time.
