I don't use UOB, so I cannot tell.  But what has alwasys worked for me with
DBS was to constantly send emails to tech support..  Find and send emails
to their CEO as well.  Force the issue by saying that you will be closing your
account and getting others out of the bank as well works.  In other words, don't
wait for someone to start something, start it yourself.
