Ya,

Your IP has to have a reverse DNS record.
If not there are still going to be mail servers blocking you.

So you probably can get a person with a DNS server to help you with that or pay a web/dns hosting company to do that for you. The provider which you got your PUBLIC IP, eg, datacenter/ISP should be able to help you with that FOC.

I think you would probably need to get a domain name, as i do not think anyone want to
be responsible for any spam coming out from your mail server :)

The proper action would be:
- setup your own domain with mail server properly (
http://en.wikipedia.org/wiki/Anti-spam_techniques_(e-mail)#Automated_techniques_for_e-mail_administrators)
or
- use somebody's else mail server with valid account (like gmail),
have a look at dev-php/PEAR-Net_SMTP
