It is called monetizing your IP. Having lived here so long, you should probably know how much focus is placed on patenting, getting IP rights (whatever that means) and insisting that nothing can be free EVER.. They even have an IPOS right?
Even utilities such as SMRT, SBS etc are expected to not just break-even and provide good affordable service but make decent profits. Most likely the work was done with taxpayers' money. So I would argue all of the works should be released either as GPL or more appropriately one of the CC licenses .
