What do you mean by explain? If you needed an okay mirror for Debian: http://mirror.nus.edu.sg/Debian (updated with stable; testing and unstable a little behind) ftp://mirror.pacific.net.au/debian (fairly good update frequency; while it's not located in Singapore, the speed is quite good) The rest are mostly private mirrors (mirror.averse.net used to have one but I haven't used it in a long time). As for Ubuntu, the last time I used, there wasn't a good mirror in Singapore. Then again, the mirror support is not as vast as Debian.
