Patrick, Singapore traffic tromboning out and back is a well known phenomena, as the peering cost between, say, Singtel and Starhub are higher than the cost of sending the packet overseas to some neutral peering point in US or HK or Amsterdam. I don't have verified numbers, but through the grapevine it's in the ballpark of 20% of all traffic as of last year.
Some of the guys at IDA are working very hard to setup a neutral IX for the inter-connection of various networks in Singapore.
