I am facing very slow connection speed to run applications from server hosted at M1 Internet Data Center. The tracert result is as follows:

My broadband is 4Mbps fixed IP from M1. The M1 support told me that the connection was bottlenecked by high utilization from within the private LAN and that massive number of connections were being made by IP 10.0.0.32. However, I was not able to locate any PC with IP 10.0.0.32. Since we are using dynamic IP allocation, maybe the IP has been changed. Is there any tools I can use to monitor my LAN traffic and locate the one which is causing the problem?
