I think here they mean data traffic as in telecom data traffic, not internet 
destination. In other words if I understand correctly,
they reserve the right to charge you more if you roam on other GSM networks 
overseas.
I'm using Starhub starter 14$ a month and I only pay 14$ a month even though 
all the content I access is overseas.
