Subject: Node information lost after scontrol reconfigure

The Arch, OS, BootTime and SlurmdStartTime information for a node, reported by 
scontrol show node, is lost after a scontrol reconfigure.

The following patch fixes the problem for 2.2.6, although I'm not sure this is 
the best way to fix it.
