Bill, it would be ok to update the docs, but please only make an error in 
sacctmgr when asking for suspend for QOS 
instead of changing all the other logic there.  QOS can support gang scheduling 
in the future, and I wouldn't want to 
rewrite all that code to make it possible in accounting ;).
