[slurm-dev] Support for cyclic distribution of cpus in task/cgroup plugin

The task/cgroup plugin with TaskAffinity=yes currently supports only block 
distribution of cpus to tasks. The attached patch adds support for cyclic 
distribution, and makes cyclic the default.  As with the task/affinity 
plugin, users can override the default and request block distribution 
instead by using the --distribution=xxxx:block command line option.  The 
second patch updates the CPU Management Guide to reflect the code changes.
