Note that the slurm tools will report the correct default partition
without this change since the flag is set when the partition records
are packed for the RPC, but without the patch the SLURM code or a
plugin will not find the flag set.
Yes, we encoutered the bug when using a job submit plugin right after
slurm launch. "scontrol show partitions" corrected the flag.
