Both Mario and David are right. To avoid confusion though one should consult the SchedMD docs instead of the ones at LLNL for current releases. Currently the documentation on the LLNL site is at 2.3 which is out of date for any version of Slurm after that. The SchedMD version is always up to date for the current version.

The installation instructions tell you how to take the tarball and build the rpms from it. If you have rpmbuild and the development tools installed it's pretty straightforward:

/rpmbuild -ta slurm*.tar.bz2/
