Just to elaborate (as I was just finishing up this note when I saw Ryan's
response), the control over which hosts can submit jobs is done at the
partition level- the "AllocNodes" parameter. By default, this is "ALL".

So then all you need is your submission node set up like your other compute
nodes (binaries, munge, slurm.conf, etc.) and you'll be able to submit jobs
to the cluster.
