I am new to slurm and I have the following situation and would like advice
on how others are handling this:

we have slurm configured with 3 separate clusters each having their own set
of users, accounts, and nodes.  We have configured 3 partitions for each
and have allowed only the users groups  to use those partitions.

I have only one cluster group that wants to use fairshare.  I want to know
the best way to implement this without impacting the other groups.  I would
also like it so that it gives users who have not recently run jobs higher
priority than those who have had high number of  jobs running over a period
of time.

Is there an easy way to implement this?
