I can't see a way of doing that at the moment, there is a MaxNodes you
can set on your serial partition to 1, but that seems to be the
closest I can see for now.

If there was a way to set the global config option of MaxTasksPerNode
to 1 for just your serial partition as well then you *might* get what
you needed, but I don't think that's possible.

A submit plugin that redirected jobs of larger than 1 core to other
partitions and jobs of just 1 core to the serial partition is likely
to be the best way for now.
