After unsuccessful investigations and attempts on the following issue, I
am requesting your help. 

After modifying a user (or QoS), I have to restart slurmctld for changes
to take effect. 

Here is an example to illustrate my point : When executing a command
such as "sacctmgr -i modify user name=<username> set fairshare=parent"
and then having a look at "sshare -al", I am forced to admit that the
modifcation hasn't been done. After restarting slurmctld, the change
finally takes effect. 

If I am not mistaken, I shouldn't have to restart the daemon after such
an operation. Moreover, in slurmctld log, I can see the following output
: 

 error: Update Association request from non-super user uid=450 

With uid 450 beeing user "slurm". However, the previous commands are
launched as root. 

Here are additionnal details that might be useful : 

* The operating system is Centos 6.4 

* I am using Slurm 2.5.7 

* SlurmUser is not defined in slurm.conf, so it should be root by
default 

Does anyone know what I am doing wrong? What should I do to solve this
issue?
