You'll have to use a different slurm.conf that uses ControlMachine and
SlurmctldPort values specific to your test slurmctld.  The SLURM_CONF
environment variable can be used to specify a different slurm.conf.  I use
this method to send jobs to my test environment from a host that normally
sends jobs to my production environment.
