Yeah, that's too big a gap for Slurm to support, the admin guide says:

# Slurm daemons will support RPCs and state files from the two
# previous minor releases (e.g. a version 15.08.x SlurmDBD will
# support slurmctld daemons and commands with a version of 14.03.x
# or 14.11.x).

So 14.11.x should support 14.03.x and 2.6.x.

I suspect that the OP is actually having the wrong slurmd start on the
compute nodes..
