Yes, that's the case.  You should be able to from 14.03.1 to 14.03.11
(for example) with no issues.

To be honest I don't know if I would risk that, you could just build
slurmdbd from 2.6.x and run that to do the initial upgrade and then run
the 14.11.x one to get to that version.

...and make sure you've got a database backup first! ;-)
