I believe that a user can run sbatch to submit a job to the cluster from any computer that can talk to the slurm controller system, has slurm installed on it, uses the same slurm.conf as the controller, and has the correct munge key (or equivalent authentication mechanism). That computer does not need to run slurmd or slurmctld; that is to say it does not need to be the controller node or a compute node. I think this is the setup Ryan is describing.
