I believe that a user can run sbatch to submit a job to the cluster from any 
computer that can talk to the slurm controller system, has slurm installed on 
it, uses the same slurm.conf as the controller, and has the correct munge key 
(or equivalent authentication mechanism).  That computer does not need to run 
slurmd or slurmctld; that is to say it does not need to be the controller node 
or a compute node.  I think this is the setup Ryan is describing.

I don't know what else to say - maybe "if I wanted to submit jobs from a 
computer that wasn't in the cluster - ie neither the head node nor a worker 
node - is it relatively easy and how is it done?

Ryan: How do you send the job to the node running slurmctld?

I'm not sure I understand the question, but we don't run slurmctld on our login 
node, instead having it in a VM. So all submissions come from someplace else. 
The MUNGE key has to be the same, and the SLURM config.
