Just to clarify - did you mean suspend submissions as in stop users
submitting any more jobs, or did you mean to let them continue
submitting but stop any more jobs from starting?

If the latter then we just mark all partitions as down, we tend to
reserve manual draining of nodes for maintenance work on a subset of all
nodes.
