That makes me wonder why changing fastschedule=0 to 1 results in comprehensible behavior. Have you looked into the log files on the master and the node? (Apart from that I really don't like proctrac/pgid [marked as unreliable for process tracking] and especially not combined with preemption. But I can't underpin that feeling with facts -- you said both jobs were in state RUNNING. Have checked with something else than squeue that they really are? Could proctrac/pgid mess up and squeue keeps reporting the jobs as running?
