That's a *very* old version of Slurm...

In our version (15.08.8) the scancel manual page says:

AUTHORIZATION
       When  using  the  Slurm  db, users who have AdminLevel’s defined 
(Operator or Admin) and users who are account
       coordinators are given the authority to invoke scancel on other user’s 
jobs.

Could that be what's going on for you?
