[slurm-dev] max submit tasks

Hello,

Is there a difference between the max tasks and the max jobs according to slurm 
accounting manager?

For instance if a user is using mpi and runs the following, 

        srun -n 100 mympijob.sh

and they do this 15 times, they are able to break my max_job limit of 1000. Is 
this considered 15 jobs or 1500 jobs?
