Federated cluster support will be in the 17.11 release. It is not in the
upcoming 17.02 release.

Please note that there is existing support for coordinated use of
multiple clusters - https://slurm.schedmd.com/multi_cluster.html which
the Federated cluster work significantly expands upon.
