Your next best step would be to send a copy of your slurm.conf (with anything confidential, like node names and addresses, commented out) so that people on this list don't have to make wild guesses about what you have set up.

but can’t get slurm to start more than one 4xcore job on a 12-core machine...

What am I possibly missing?
